Sealed proposals for furnishing Two (2) – Three-Phase 20/27/33 MVA Power Transformers with OLTC, One (1) Spare OLTC Controller, and One (1) Spare Transformer Monitor as specified, shall be received by the City of Statesville, 915 Winston Ave., Statesville, North Carolina 28677 on or before 2:30 p.m. local time Tuesday, October 13, 2026, at which time and place the sealed proposals shall be publicly opened and read.

Contract documents may be examined at the following locations:

Progressive Engineering Consultants, Inc.| Charlotte, North Carolina

A certified check or cashiers’ check payable to the City of Statesville or a satisfactory Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds in the amount equal to five (5%) percent of the total bid, shall be submitted with each bid in a separate sealed envelope. Bid proposals may not be withdrawn for ninety (90) days after the date of receipt.

The successful bidder shall be required to furnish a separate one hundred percent (100%) Performance Bond on the forms included as a part of the Contract Documents. The Performance Bond shall be in full force and effect for one (1) year from the date of final acceptance of the equipment by the City of Statesville, North Carolina. Contract and Performance Bond are not to be completed at the time of this proposal and are included in order to advise the Bidder as to form.

The bid deposit shall be retained by the City of Statesville if the successful bidder fails to execute the contract or fails to provide the required bonds as stated above, within ten (10) days after award of the contract.

Pursuant to General Statute 143-48 and Executive Order #150, the City of Statesville invites and encourages participation in this procurement process by businesses owned by minorities, women, disabled, disabled business enterprises and non-profit work centers for the blind and severely disabled.

The City of Statesville reserves the right to reject any or all bid proposals and to accept any proposal which is deemed to be in the best interest of the City of Statesville, North Carolina.
