VII     CONSENT AGENDA All items below are considered to be routine by City Council and will be enacted by one        motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A. Consider approving a resolution for AX23-14 directing the City Clerk to Investigate a Petition of Annexation for PIN #4743-27-0142, the Calvary Baptist Church of Statesville property located at 504 Whites Mill Road; Receive the City Clerk’s Certificate of Sufficiency; Consider approving a resolution fixing the date of October 16, 2023, for a public hearing for the petition for annexation. B. Consider approving a resolution for AX23-15 directing the City Clerk to Investigate a Petition of Annexation for PIN #4724-63-3582, located at 2716 Newton Drive owned by Margie & Bobby Pope; Receive the City Clerk’s Certificate of Sufficiency; Consider approving a resolution fixing the date of October 16, 2023, for a public hearing for the petition for annexation. C. Consider approving 2nd reading of TA23-11: Text Amendments filed by Robert Goforth on behalf of Gloryland Baptist Church and the City of Statesville, to amend the Unified Development Code (UDC), Article 6 Development Standards, Sections 6.07 Sign Regulations, (S) Houses of Worship, Schools, and Day Care Centers. (Caulder)

D. Consider passing second reading of TA23-12: Text Amendments filed by the City of Statesville to amend the Unified Development Code (UDC), Article 2 Development Review Process, Section 2.10 Special Use Permits. (Ashley) 

E. Consider granting permission to the Planning Department to accept a FY 2023 Federal Historic Preservation Fund (HPF) pass-through grant in the amount of $29,000 with a local match of $16,000 to support services for a National Registry Nomination for the Garfield/Green Street Area. (Sigmon)

F. Consider approving request from Randy’s Barbecue to retain artwork placed in the parking area of the restaurant located in downtown Statesville. (Sigmon)

G. Consider approving a grant from North Carolina Department of Transportation Aviation Division in the amount of $112,500 for the design portion of an expansion of the aircraft parking apron. The total project cost is $125,000; Consider approving Work Authorization Number 23 for the engineering and design of the apron expansion with Parrish and Partners in the amount of $119,753; and Consider approving BA #2024-08 to establish revenue and expense accounts for the project. H. Consider renewing the lease with Statesville Intergroup Council of Alcoholics Anonymous for the property located at 432 West Bell Street. (Smith)

REGULAR AGENDA

VIII Review Special Use Permit, SP23-01, conduct an evidentiary public hearing and consider approving the construction of four tiny homes on property located at 1428 5th Street, Statesville, NC; Tax Map parcel 4733-98-1757. (Caulder)

IX Consider granting approval for the Planning Department to apply for Surface Transportation Block Grant Direct Attributable (STBG-DA) SHORTFALL funds for the greenway connector under US 21 (Project #EB-5818). (Ashley)

X Consider approving a Non-Binding Letter of Intent (LOI) between the City of Statesville and the David E. Looper Company (DELCO) to enter into a Master Development Agreement (MDA) to expand the Statesville Police Headquarters, construct a parking deck, and allow for the sale of City-owned property for the construction of an apartment building which would include 126 market rate multi-family housing units. (Smith)

XI Consider approving a monument sign for Fire Station 1 to display the building name. (Smith)

XII Consider adding multiple streets in the Larkin Subdivision to the City’s street maintenance system contingent upon Dependable Development, Inc. recording a revised plat dedicating the necessary right of way to allow the city to construct a connection from Canada Drive to Megby Trail. (Taylor) 

XIII Consider approving 2nd reading of TA23-13: Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 3. Zoning, Section 3.04 Zoning District Regulations, Table 3-1: Use Table, Article 5. Supplemental Regulations/Performance Standards for Specific Uses, Section 5.04—Primary Uses and Structures; and Article 6. Development Standards, Section 6.03—Parking Standards, Table 6-4: Required Parking. (Ashley) 

XIV Consider approving a property agreement with Mitchell Community College. (Pierce)
