All items below are considered to be routine by City Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member requests, in which event, the item will be removed from the Consent Agenda and considered with the other items listed in the Regular Agenda.

A.  Consider approving the August 21, 2023 Pre-Agenda and City Council meeting minutes. 

B.  Consider approving a Resolution directing the City Clerk to investigate a Petition of Annexation for AX23-14, Calvary Baptist Church of Statesville, located at 504 Whites Mill Road, PIN #4743-27-0142; Receive the City Clerk’s Certificate of Sufficiency; Consider approving a Resolution setting the date of October 2, 2023, for a public hearing for the petition for annexation. 

C.  Consider approving a Resolution directing the City Clerk to investigate a Petition of Annexation for AX23-15, PIN #4724-63-3582, the Margie & Bobby Pope property located at 2716 Newton Drive; Receive the City Clerk’s Certificate of Sufficiency; Consider approving a Resolution setting the date of October 2, 2023, for a public hearing for the petition for annexation.

D.  Consider approving 2nd reading of AX23-13, an ordinance to annex the property located on James Farm Road, PIN #4746-81-1103 the Redwood Statesville, James Farm Property.

E.  Consider approving 2nd reading of rezoning request ZC23-13 for the property located at 1403 Old Salisbury Road, Iredell County Tax Map Parcel #4754-00­0861; from R-8MFM to LI. 

F.  Consider approving a Resolution authorizing the upset bid process for city-owned property on E. Broad Street, PIN #4744-36-1897.000. 

G.  Consider approving a Resolution authorizing the upset bid process for city-owned property on S. Miller Ave, PIN #4734 24 5100.000. 

H.  Consider approving an Equipment Lease Purchase Agreement debt package with Truist Equipment Finance Corp. for the purchase of 5 vehicles and adopt the Resolution for the loan.

I.  Consider adding multiple streets in the Larkin Subdivision to the City’s street maintenance system contingent upon Dependable Development, Inc. recording a revised plat dedicating the necessary right of way to allow the city to construct a connection from Canada Drive to Megby Trail. 

J.  Consider re-appointing Ron Matthews to the ABC Board. 

K. Consider amending the contract with JRN Development, LLC to raise the price limit of the affordable housing they are building for the city. 

L.  Consider converting the part-time Construction Project Manager to a full-time position in the Engineering Division and approving Budget Amendment 2024­07. 

M.  Consider approving an increase of $1,500,000 to the existing Line Crew Labor Contract with Utility Partners of America.

N.  Consider approving 2nd reading of an Ordinance to restrict parking on a portion of Oakview St.

REGULAR AGENDA

IX        Conduct a public hearing and consider approving an annexation boundary agreement with the Town of Troutman. 

X        Conduct a public hearing and consider approving first reading of TA23-11: Text Amendments filed by Robert Goforth on behalf of Gloryland Baptist Church and City of Statesville, to amend the Unified Development Code (UDC), Article 6 Development Standards, Sections 6.07 Sign Regulations, (S) Houses of Worship, Schools, and Day Care Centers. 

XI        Conduct a public hearing and consider approving first reading of TA23-12: Text Amendments filed by the City of Statesville to amend the Unified Development Code (UDC), Article 2 Development Review Process, Section 2.10 Special Use Permits.

XII        Conduct a public hearing and consider approving first reading of TA23-13: Text Amendments to the Unified Development Code filed by the City of Statesville to amend Article 3. Zoning, Section 3.04 Zoning District Regulations, Table 3-1: Use Table, Article 5. Supplemental Regulations/Performance Standards for Specific Uses, Section 5.04—Primary Uses and Structures; and Article 6. Development Standards, Section 6.03—Parking Standards, Table 6-4: Required Parking. 

XIII        Conduct a public hearing and consider approving a closeout performance report for the 2021 Community Development Block Grant (CDBG) for Economic Development Infrastructure for Doosan Bobcat. 

XIV        Receive a report on current grant activity focused on community redevelopment & renewal.
