City of Statesville Welcomes Three New Department Leaders


Statesville, NC - November 6, 2025

The City of Statesville is pleased to announce the addition of three new members to its leadership team: Gina Lawrence, Chief Financial Officer; Sherisha Hills, Assistant City Manager; and Erika Martin, Planning Director. Each brings a wealth of experience, proven leadership, and a passion for public service that will help guide Statesville’s continued growth and success.

City Manager Ron Smith said the appointments reflect the City’s commitment to strong leadership and professional excellence. “We’re fortunate to have such talented individuals join our team,” said Smith. “Each of them brings unique expertise and energy that will strengthen our organization and help us continue delivering exceptional service to the residents of Statesville.”

Gina Lawrence – Chief Financial Officer

Joining the City in July 2025, Gina Lawrence brings extensive experience in government finance and operations. She holds a Bachelor’s degree in Political Science, a Master of Public Administration, a Master of Data Science, and a Certified Public Manager certification.

Lawrence began her career as a Budget Analyst with the City of Kansas City, Missouri, and advanced into roles such as Fiscal Officer for the Housing Department, Division Manager for Code Enforcement, and Chief of Operations for Jackson County, Missouri.

She later served as Budget Manager for the City of Dallas, where she gained valuable experience in financial forecasting, capital project management, and public engagement.

Lawrence’s early priorities include gaining a deep understanding of Statesville’s operations and North Carolina government while strengthening collaboration across departments.

Sherisha Hills – Assistant City Manager

Sherisha Hills joined the City of Statesville in October 2025 as Assistant City Manager. With more than 15 years in local government, Hills previously served the City of Tampa, Florida, where she led one of the city’s largest departments with a staff of over 500. Most recently, she worked for the Town of Mooresville as Assistant Town Manager of Community Services and special projects.

Hills holds a Master of Business Administration (MBA) from Nova Southeastern University and a Bachelor of Science in Recreation and Leisure Services from the University of Florida.

In her new role, Hills will oversee the Planning Department, Airport, Recreation & Parks, and Information Technology. She will also serve as the City’s liaison to the Statesville Convention & Visitors Bureau, Downtown Statesville Development Corporation, and the Statesville Housing Authority.

Erika Martin – Planning Director

In October 2025, Erika Martin was named Planning Director for the City of Statesville.

She brings more than two decades of experience in municipal planning, having served with the Town of Williamson, Benchmark Planning, Town of Troutman, and most recently the Town of Mooresville, where she held several roles including Transportation Planner, Assistant Planning Director, and Planning Director.

Martin holds a Bachelor of Science in Community and Regional Planning from Appalachian State University and has been a nationally certified planner (AICP) since 2011. As Planning Director, she will lead the Planning Department, which encompasses zoning, permitting, code enforcement, and housing. A native of nearby Troutman, Martin has long admired Statesville’s sense of place and character and looks forward to continuing that tradition of excellence in her new role.

With these appointments, the City of Statesville continues to strengthen its leadership team to meet the needs of a growing community and ensure a strong foundation for the city’s future.
